About this opportunity

The U.S. Army Corps of Engineers Research and Development Center (ERDC), Geotechnical and Structures Laboratory (GSL) has issued a Special Notice regarding its intent to sole source a Master Blanket Purchase Agreement (BPA) with White Industrial Seismology Inc. for calibration and rental of seismographs and related technical services. The anticipated contract will have a five-year ordering period and is classified as a firm-fixed price agreement. The government specifically requires White Industrial Seismology Inc.'s seismographs due to the need for data consistency with a previous 2011 project, and because the company is the sole manufacturer and authorized service provider for these proprietary systems. White Industrial Seismology Inc. is classified as a small business within the Electronic and Precision Equipment Repair and Maintenance sector, with a NAICS code of 811210.

The primary objective of this Special Notice is to inform potential contractors about the government's intention to award a non-competitive contract to White Industrial Seismology Inc. while still providing an opportunity for other vendors to demonstrate their capabilities. Interested contractors may submit a capability statement, proposal, or quotation that details their ability to fulfill the requirement, including past experience and references. Submissions must be sent via email to David Ammermann and Jennifer Hoben, with the solicitation number included in the subject line, by 1:00 PM CST on June 3, 2025. While the notice emphasizes that this is not a request for competitive quotes, the government will consider all submitted information when determining whether to proceed with full and open competition. Oral communications are not acceptable, and the final decision to sole source the contract remains entirely at the government's discretion. The contract is specifically for calibration, rental, and technical services related to seismographic equipment used in research and development projects.

Notice text

The U.S. Army Corps of Engineers Research and Development Center (ERDC), Geotechnical and Structures Laboratory (GSL) has the regular, recurring need to procure services for the calibration and rental of seismographs and other technical and training services over the next five years. To support these needs, the Government intends to award a firm-fixed price, Master Blanket Purchase Agreement (BPA) with a five-year ordering period, to White Industrial Seismology Inc. (Cage Code: 0UAF9), on a sole source basis.

This is intended to allow streamlined procurement of the required services and rental of seismographs from the sole manufacturer, White Industrial Seismology Inc. The ERDC GSL requires the use of White Industrial Seismology Inc’s seismographs. The ERDC GSL currently owns White Industrial Seismology Inc seismographs and previously utilized those seismographs during a similar project in 2011. There is no other equipment that can be used because the data obtained during this requirement will need to be compared to the data collected during the 2011 project. Therefore, the data must be collected on the same seismograph systems for consistency of data. The systems are proprietary to White Industrial Seismology Inc. Thus, White Industrial Seismology Inc. is the only company capable of meeting the government’s unique requirements and is the only vendor that is qualified to troubleshoot and  repair the systems.  No third-party vendors are authorized to perform such services. White Industrial Seismology Inc. is a small business concern. The applicable North American Industrial Classification System Code (NAICS) code is 811210 (Electronic and Precision Equipment Repair and Maintenance) with a size standard of $34,000,000 dollars. This notice of intent is for information purposes only.

This notice is not a request for competitive quotes or proposals.  A solicitation will not be issued.  However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.  The information submitted must be provided in sufficient detail to demonstrate the vendor’s ability to fulfill this requirement.  The contractor must also provide a description of their past experience in fulfilling requirements which are the same or similar to this requirement and references for each.

Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.  A determination by the Government not to compete this requirement on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.  Responses to this requirement may be submitted to David Ammermann at David.G.Ammermann@usace.army.mil AND Jennifer Hoben at Jennifer.Hoben@usace.army.mil.  The solicitation number shall be included in the subject line of the e-mail submission.  Responses must be received no later than 1:00PM CST 03 June 2025.
