About this opportunity

The U.S. Army Corps of Engineers, Little Rock District (SWL) has published a Special Notice announcing its intent to sole source the procurement of a three-phase gas-insulated 120,000 kVA transformer for a construction contract at the Bull Shoals Powerhouse. The statutory authority cited is 10 U.S.C. 3204(a)(5) as implemented by FAR 6.302-1(c)(1), which allows for sole sourcing when there is only one responsible source and no other supplies or services will satisfy the agency's requirements.

The purpose of this Special Notice is to solicit information from interested parties who believe they can meet the requirement for the specified transformer. The agency will not be purchasing the transformer directly from Toshiba, but it will be a brand name specification in the Design Bid Build (DBB) solicitation leading to the Firm-Fixed Price (FFP) construction contract. All responsible sources may submit a capability statement by 12:00 PM CDT on April 17, 2024, and the agency will consider these submissions in its determination.
