About this opportunity

The U.S. International Development Finance Corporation (DFC) has published a Notice of Intent to Sole Source to Bloomberg Financial L.P. for Anywhere Licenses and Open Terminal Subscriptions. This special notice, posted on December 2, 2025, announces the agency's intention to award a firm-fixed price purchase order without competitive procurement. The contract would span two years, consisting of one 12-month base year and one 12-month option year, and falls under NAICS Code 519290 for Web Search Portals and All Other Information Services. DFC is utilizing Simplified Acquisition Procedures as authorized under FAR 13.501(a), which permits sole source procurement when only one responsible source can satisfy the agency's requirements. This notification is not a formal solicitation but rather an announcement of the agency's procurement intent.

DFC seeks a comprehensive financial data and analysis system providing worldwide financial information across all asset classes, integrated news coverage, and advanced proprietary analytics capabilities. Interested and responsible parties are invited to submit a capability statement by December 12, 2025, at 3:00 pm Eastern Time to Justine.Codling@dfc.gov, demonstrating how competition would benefit the Government and potentially influencing a decision to pursue competitive procurement. Respondents must provide clear, compelling, and convincing evidence that competitive bidding would serve the Government's interests. DFC conducted extensive market research, including vendor demonstrations and trials, which confirmed that Bloomberg is the only vendor capable of meeting the agency's integrated requirements, including web-based subscriptions, proprietary analytics tools, and custom workflow integration. The Government will not reimburse any costs incurred by vendors in preparing responses to this notice, and the final decision to compete or sole source this procurement remains solely at DFC's discretion.
