About this opportunity
The Department of Homeland Security's US Coast Guard has issued a Special Notice of Intent to Award a Sole Source Contract for laundry services at the Kodiak Base medical clinic. The notice specifically identifies Quality Drycleaners and Laundry LLC, located in Kodiak, Alaska, as the intended vendor for this contract. The proposed contract will cover one base year of services, with performance expiring on March 31, 2026. The sole source designation is based on the unique infrastructure and equipment currently possessed by Quality Drycleaners, which would make transitioning to another provider cost-prohibitive. The contract is being awarded under FAR 13.106-1(b)(1)(i), which allows for sole source procurement when services are available from only one responsible source.
Interested organizations may submit their capabilities and qualifications in writing by May 16, 2025, at 1:00 p.m. Alaska time, though the notice explicitly states this is not a competitive quote request. The government will evaluate any submitted capabilities solely to determine whether the procurement might be conducted on a competitive basis. The contract falls under NAICS Code 812320 for Drycleaning and Laundry Services and will be procured using provisions from FAR Part 12 and Part 13 for commercial items and services. The US Coast Guard acknowledges the lack of competition is primarily due to the geographic limitations of Kodiak Island and the significant infrastructure challenges of changing providers. Oral communications are not acceptable in response to this notice, and the ultimate determination of competitive procurement remains at the government's discretion. The Coast Guard has committed to continuing market research to identify potential new providers and options for future competitive opportunities.
Notice text
THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES.
The Government hereby submits a notice of intent to award a sole source firm fixed price award for laundry service for US Coast Guard Base Kodiak medical clinic, Kodiak. The vendor will be Quality Drycleaners and Laundry LLC. 116 Ole Johnson Ave, Kodiak, Alaska 99615, UEI: UL8NG78EYBK7. The period of performance will include one base year of services, performance would expire 31 Mar 2026.
This action is being awarded on a sole source basis pursuant to FAR 13.106-1(b)(1)(i), services required by the agency are available from only one responsible source and no other type of services will satisfy agency requirements. Currently, Quality Drycleaners and Laundry has all infrastructure and equipment in place to continue services without disruption. To use any other provider would require replacement of equipment and substantial infrastructure repairs to accommodate a new provider. These obstacles would cost more to resolve than any savings that could be realized using competition. The Island of Kodiak Alaska has only the one source to provide laundry service without shipping off island. The USCG will continue to conduct market research to identify new providers and other options to remove barriers to competition.
USCG Base Kodiak, Kodiak AK 99619 will be the procuring entity for this effort. Performance will be located at Kodiak, AK 99619. The Government intends to acquire commercial items and services using the provisions, clauses, and procedures prescribed in FAR Part 12 and FAR Part 13. The NAICS Code for this requirement is 812320.
This notice of intent is not a request for competitive quotes. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 16 May 2025, at 1:00 p.m., Alaska time. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
Oral communications are not acceptable in response to this notice.
