About this opportunity
The Federal Emergency Management Agency (FEMA) issued a notice of intent to sole-source an Automated Weather Observation System (AWOS) lifecycle replacement to DBT Transportation Services, LLC, with a fifteen-day challenge period closing September 19, 2026. FEMA grounds the sole-source determination under 41 U.S.C. 3304(a)(1), citing that DBT Transportation Services is the only manufacturer listed on the FAA website with systems approved by the FAA for this application. The contract will be firm-fixed and classified under NAICS 334513. Interested parties may submit written evidence of their qualifications and capabilities within fifteen days of publication to challenge the sole-source justification and request conversion to full-and-open competition; submissions must not exceed two pages and must arrive by the deadline to be considered. The government retains discretion to conduct competitive procurement based on responses received. This is not a request for quote; the point of contact information is incomplete in the source.
