About this opportunity
The Indian Health Service (IHS), a civilian agency within the Department of Health and Human Services, issued a Notice of Intent to award a sole source contract for Blood and Blood Product services to The American National Red Cross. This special notice, posted on March 16, 2026, indicates that the IHS Blackfeet Service Unit in Browning, Montana intends to bypass competitive procurement procedures and award the contract directly to the Red Cross. The contracting action is not open to competitive bidding and does not represent a request for quotes from other vendors. The sole source determination is being pursued under FAR 6.302-1, which permits non-competitive awards when only one responsible source can satisfy agency requirements. This is a firm-fixed price contract with an estimated total value below the simplified acquisition threshold.
The contract encompasses a base period from April 1, 2026 through March 31, 2027, with two optional one-year extension periods extending through March 31, 2029. The primary objective is to secure a reliable and continuous supply of human blood and blood products to support patient care activities at the IHS facility. The American Red Cross has been selected as the sole source due to its established regulatory compliance, clinical safety standards, existing blood supply network, and logistical infrastructure capable of fulfilling both routine and urgent transfusion requirements. Interested parties have until March 23, 2026 to submit responses that present clear and convincing evidence that competition would be advantageous to the Government without being cost or time prohibitive. The Government retains sole discretion in determining whether to proceed with the sole source award or to reopen the procurement for competitive consideration. Only The American National Red Cross is eligible to participate under this current notice of intent.
