About this opportunity
The 434th Contracting Flight at Grissom ARB, Indiana, issued a sole-source notice of intent on July 28, 2026, announcing its intent to award a firm-fixed-price contract to Howard Day and Associates for procurement and support of the Automated Lodging Reservation System (ALRS), with responses due by August 12, 2026. The estimated annual value is $10,500 and total estimated contract value including options is $52,500.
Howard Day and Associates holds exclusive ownership of the proprietary software code, reservation scheduling databases, and specialized system configurations that comprise ALRS. No other vendor possesses the source code, legal rights, or proprietary data access required to modify, maintain, or support the system. The Air Force Reserve Command determined that sole-source award to the original developer is necessary to avoid substantial duplication of costs and unacceptable operational delays in lodging management during Unit Training Assemblies. The acquisition authority is FAR 13.106-1(b)(1).
Notwithstanding the sole-source intent, all responsible sources may submit a capability statement, proposal, or quotation in accordance with FAR 5.101(c)(1)(vi). The Government will consider such submissions solely to determine whether to conduct a competitive procurement in the future; a decision not to compete remains within the Government's sole discretion.
