About this opportunity
The U.S. Department of Agriculture, Food Safety and Inspection Service (FSIS) issued a notice of intent to sole source a firm-fixed price contract to VCH Partners LLC for the integration of Assurance Network (ANET) into the Public Health Information System (PHIS) on August 18, 2026, with a response deadline of September 18, 2026. This is not a formal solicitation; interested responsible sources may submit a capability statement to demonstrate whether competition would be advantageous to the Government, a determination the agency will make solely at its discretion.
The requirement covers integration of the legacy ANET application into the PHIS platform as a fully integrated module, including data migration, development of new enforcement case management features, and alignment with FSIS Agile and security standards. The contract is structured as a one-year base period (FY26) plus four one-year option periods (FY27–FY30) for a total estimated value of $9.75 million on a GSA Schedule vehicle. FSIS determined VCH Partners possesses unique qualifications including proprietary knowledge of PHIS platform architecture, established track record on FSIS modernization efforts, and required security compliance credentials (USDA, FISMA, FedRAMP). The agency conducted market research evaluating multiple vendors and concluded no other contractor possesses the specialized PHIS expertise and security posture necessary. Work is performed in Washington, D.C. Contact specialist Alexis Galloway at alexis.galloway@usda.gov.
