About this opportunity
USDA Food Safety and Inspection Service (FSIS) announced a sole-source intent to award a firm-fixed price purchase order to American Society of Agricultural and Biological Engineers (ASABE) for a subscription to the ASABE Online Technical Library, with a capability-statement deadline of August 24, 2026. FSIS has determined that ASABE is the only reasonably available source because the Technical Library is a unique, proprietary digital database maintained solely by ASABE and serving as the leading resource for agricultural, food, and biological systems engineering professionals and researchers. The platform hosts over 40,000 documents including journal articles from volume one forward, industry standards, conference papers, textbooks, and monographs published in both print and web format, with online collections covering 2001 to present. The notice is informational; however, any responsible source believing it can meet the requirement may submit a capability statement including company name, CAGE code, and a technical description of how a proposed alternative satisfies all requirements. The Contracting Officer will use responses to determine whether a competitive procurement is necessary.
