About this opportunity

The Department of the Army Corps of Engineers Engineering District Tulsa has issued a Special Notice (Federal Contract Opportunity ID: 87666f743f154cc19a373a5ce9e51497) regarding a sole source procurement for ARPA Law Enforcement Services. The notice specifically pertains to law enforcement functions related to the Archaeological Resources Protection Act (ARPA), which can only be performed by certified law enforcement agencies within their jurisdictions. The procurement is focused on providing supplemental law enforcement services to protect historic properties and reduce violations of cultural resources laws within USACE project boundaries. The notice was posted on April 4, 2025, with a response due date of April 19, 2025. This procurement will be conducted using Infrastructure Investment and Jobs Act (IIJA) Funds.

The primary objective of this sole source contract is to secure law enforcement services specifically for the Wister Lake area in LeFlore County, Oklahoma, with the Choctaw Nation of Oklahoma identified as the sole qualified provider. Market research conducted across six states using NAICS Code 922120 confirmed no alternative small business sources are available, justifying the sole source approach. Eligible contractors must be certified law enforcement agencies capable of enforcing ARPA regulations, with specific jurisdictional authority in the designated area. The contract will require comprehensive services including labor, equipment, and supplies for surveillance and law enforcement activities within USACE park and lake areas. The Choctaw Nation will be responsible for patrolling during specified performance periods and holidays, with the goal of improving protections for cultural and historic resources. The government plans to synopsize the proposed contract action on SAM.gov for approximately 15 days to validate no other interested sources exist. The total contract amount remains partially redacted in the supporting documentation.
