About this opportunity
The U.S. Army Corps of Engineers Louisville District (USACE) has issued a Special Notice indicating its intent to negotiate a noncompetitive contract for the next phase of design services for the Construction of an Army Reserve Center in Bell, California. USACE intends to award the contract for the Concept Level (or 35%) Design to Michael Baker, International (MBI), the Architect/Engineering firm that was awarded a task order to complete the Design Charette phase.
The purpose of this Special Notice is to inform interested parties of USACE's intent to proceed with a sole-source procurement for the Concept Level Design of the Army Reserve Center project, due to MBI's completion of the Design Charette phase and their intimate working knowledge of the project. The Notice includes key details such as the work to be completed, the rationale for the sole-source approach, and the deadline of May 9, 2024 for interested parties to provide written capabilities statements demonstrating that competition would be advantageous to the Government. The Special Notice emphasizes that this is not a solicitation or request for competitive proposals, and any response will be considered solely for the purpose of determining whether to conduct a competitive procurement, which is at the sole discretion of the Government.
Notice text
The U.S. Army Corps of Engineers Louisville District (USACE) intends to negotiate a noncompetitive contract under the authority of FAR 6.302-1(a)(2)(iii) for an upcoming requirement for the Construction of an Army Reserve Center in Bell, CA. USACE intends to award the contract for the next phase of the design, a Concept Level or 35% design, to Michael Baker, International (MBI), the Architect/Engineering firm that was awarded a task order to complete the Design Charette phase.
The USACE Louisville District has been requested to take the Design Charrette documents for the Army Reserve Center in Bell, CA project and proceed to a Concept Level (or 35%) Design in order for a Cost Schedule Risk Analysis (CSRA) to be conducted. The work to be completed includes a site demolition plan, site layout plan, site drainage plan, a survey of existing utilities, conceptual paving plan, conceptual landscaping plan, floor plans, furniture plans, building elevations, and roof plan. Due to MBI’s completion of the design to the Charette phase and their intimate working knowledge of the project, MBI is considered the best company to complete the next design phase. MBI can deliver the desired expertise without substantial duplication of costs to the Government that are not expected to be recovered through competition.
**This notice of intent is neither a solicitation nor a request for competitive proposals. No award will be made based on unsolicited quotations or offers received in response to this notice. Any response to this notice must be in writing and show clear, compelling, and convincing evidence that competition will be advantageous to the Government. The intent of this synopsis is for informational purposes only. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement and such determination is solely within the discretion of the Government.**
All interested parties who are responsible and capable may express their interest by providing a capabilities statement. The submission must be received no later than 2:00 PM ET on 9 May 2024 to adam.m.wantland@usace.army.mil and charity.a.mansfield@usace.army.mil.
