About this opportunity

The Department of Agriculture Forest Service Research Service Pacific Northwest Research Station has issued a Notice of Intent to Sole Source for HVAC controls replacement at the Redwood Sciences Laboratory in Arcata, California. The agency intends to award a firm fixed price contract to Pacific Coast Trane Controls of Sunnyvale, California under FAR Subpart 13.106-1(b)(1). This procurement falls under NAICS code 238220 (Plumbing, Heating, and Air-Conditioning Contractors) with a size standard of $22 million. The contracting officer for this action is Ricky McLellan, who can be reached via email. The anticipated award date is August 27, 2025.

The sole source justification is based on the need to replace existing non-operational HVAC controls that manage the currently installed Trane HVAC system at the research facility. The agency determined that soliciting other sources would cause unacceptable operational disruption and potential health and safety risks due to system incompatibility issues. The existing Trane system requires proprietary hardware and software, making other vendors' equipment incompatible and necessitating complete system replacement if alternative solutions were pursued. Market research supported the government's determination not to compete this requirement. Interested parties have until August 20, 2025 to respond, though no formal solicitation will be issued and oral communications are not acceptable. The procurement is not set aside for any specific contracting programs and aims to restore critical HVAC functionality to ensure continued laboratory operations.
