About this opportunity

The Naval Research Laboratory intends to award a sole-source firm-fixed-price purchase order to CPI Satcom & Antenna Technologies Inc. for one Model 990 Antenna Control System with associated equipment and installation by September 4, 2026, under FAR 12.102 commercial item authority.

The sole-source justification rests on technical compatibility: the ACS must integrate with the facility's existing twin AN/FSC-78 Antenna System hardware and software network architecture already in operation. The ACS will control four brushless DC permanent magnet motors (two 40 HP for azimuth, two 10.6 HP for elevation) capable of tracking up to 10 degrees per second with elevation movement to 85 degrees. System architecture includes DSP servo loop closures managed by QNX Real Time Operating System in a stainless steel NEMA-4X rated Power Drive Unit cabinet, with dual Heidenhain Position Encoders (25-bit resolution, 20 arc-second accuracy) and Kollmorgen variable speed motor controllers. The Antenna Control Unit features a 15-inch touchscreen LCD display supporting Tracking (Optrack, Steptrack, Monopulse), Pointing (StarTrack, Preset, Designate, NORAD, Table Track), and Maintenance modes, with NTP/IRIG-B/1PPS time synchronization. Redundant fail-safe interlock logic and safety-rated relays enable emergency stop functionality; a Portable Maintenance Unit provides manual backup control and redundant logic components (additional Antenna Control Board, Expansion Board, PLC Arbitrator, T-Bar Relay, and Power Supplies) ensure antenna control capability during primary control board failure.

Performance takes place at the contractor's facility in Plano, Texas. NRL welcomes capability statements from interested parties prior to September 4, 2026; the Government retains sole discretion to proceed sole-source or conduct future competitive procurement based on submissions received.
