About this opportunity
The US Army Corps of Engineers, Engineer Research and Development Center (ERDC), issued a notice of intent to sole-source American Society of Civil Engineers (ASCE) e-journals and related publications on October 21, 2026, with a response deadline of October 30, 2026. ERDC intends to award to ASCE as the sole source provider under Simplified Acquisition Procedures (FAR Part 12) because ASCE holds exclusive publication rights to the complete ASCE Journals Online (1983-present), ASCE Proceedings Online, ASCE E-books and Standards, Civil Engineering Magazine, and GeoStrata Magazine collections. The requirement covers multiple physical site licenses across the product line: all ASCE journals online, e-books and standards, online proceedings, and 2025 e-books and standards add-on. Although this is not a competitive procurement, all responsible sources may submit a capability statement, proposal, or quotation demonstrating their ability to fulfill the requirement, including past experience on the same or similar work and references. Submissions must be in written form only; oral communications are not acceptable. The Government will consider submissions solely to determine whether to conduct a competitive procurement in the future. NAICS code 513120 applies (Periodical Publishers; size standard 1000 employees).
