About this opportunity

The National Institutes of Health Clinical Center, through its Office of Purchasing and Contracts on behalf of the Department of Transfusion Medicine, intends to award a sole source contract for annual accreditation fees to the American Association of Blood Banks Inc. The procurement covers accreditation assessments necessary for the department's compliance with regulatory requirements and standards in blood banking and transfusion medicine. The American Association of Blood Banks is justified as the sole source because it is the only organization authorized to assess compliance with its published standards, and accreditation through AABB is required for member organizations that perform clinical diagnostic testing. Additionally, AABB provides inspection services required by the Department of Health and Human Services and Centers for Medicare & Medicaid Services to obtain and maintain certificates of compliance necessary for issuing clinical test results under Clinical Laboratory Improvement Amendments (CLIA) regulations. This pre-solicitation notice was posted on February 26, 2026, with a due date of March 5, 2026, and is issued for informational purposes only; no solicitation will be issued and quotations will not be accepted at this time.

No set-aside designation has been applied to this procurement. The incumbent contractor is the American Association of Blood Banks Inc, located at 4550 Montgomery Avenue, Suite 700N, Bethesda, Maryland 20814-3264. The contract value is variable and will be determined by the number of accreditation types requested, the annual number of products manufactured, and the range of product types produced by the Department of Transfusion Medicine's TSL and TTV sections. Current pricing is listed as a placeholder and will be updated upon receipt of the official invoice from AABB to reflect actual costs. This acquisition is conducted under FAR Subpart 13.106-1(b)(1), Simplified Acquisition Procedures, which permits sole source awards when only one source is reasonably available due to unique requirements. The place of performance is Bethesda, Maryland 20892, and the Product Service Code is R499 with NAICS Code 621991.
