About this opportunity
The Defense Health Agency has issued a Special Notice announcing its intent to award a sole source contract to the University of Houston for an alcohol intervention research study. This notice, posted on January 27, 2025, with a response deadline of February 11, 2025, outlines a non-competitive contract opportunity in the research and development sector. The contract is specifically targeted at supporting a study designed to reduce alcohol dependency among Service Members. The U.S. Army Medical Research Acquisition Activity (USAMRAA) has determined the University of Houston as the sole responsible source for providing these specialized intervention support services. The contract falls under the Research and Development in the Social Sciences and Humanities NAICS category.
The primary objective of this contract is to conduct a comprehensive research study involving 125 participants annually over a three-year performance period. The study will utilize Qualtrics online survey management to store and manage anonymous participant data, focusing on developing interventions to address alcohol dependency within the military population. This sole source contract will be administered through the United States Army Medical Research Division - West (USAMRD-West) and the Walter Reed Army Institute of Research (WRAIR). The notice indicates that this is not a competitive request for proposals, meaning the University of Houston has been uniquely identified as the most qualified entity to execute this specific research initiative. Contractors should note that this opportunity is exclusively for the named institution and does not represent an open competitive procurement. The research aims to provide critical insights into alcohol intervention strategies specifically tailored to Service Members' needs, potentially offering significant advancements in addressing substance dependency within military populations.
