About this opportunity

The Department of the Air Force Air Mobility Command, through the 628th Contracting Squadron at Joint Base Charleston, South Carolina, intends to award a sole source purchase order to upgrade the ADB Safegate Airfield Lighting Control System (ALCS) at two locations (North Field and Main systems). The procurement involves a turn-key upgrade that includes transitioning both systems from 32-bit to 64-bit operating system architecture and replacing legacy unmanaged network switches with new, managed switches that comply with Trade Agreements Act requirements and Department of the Air Force security standards. All work must be performed by ADB Safegate-certified technicians using OEM-certified materials and processes, with deliverables including a post-installation report and comprehensive technical documentation. The Government will evaluate responses based on capability statements submitted in response to this notice; however, this is a sole source procurement under FAR 6.103-1, indicating that the Government has determined only one responsible source can meet the agency's requirements. The deadline for interested parties to submit capability statements is March 28, 2026.

This procurement carries no set-aside designation and is intended to be awarded to Allen Enterprises, Inc., the current OEM-certified contractor for the ADB Safegate systems. The project timeline requires completion within 90 days of contract award, with work including full data backup and restoration, OEM-certified software compatibility verification, and comprehensive system testing to ensure operational functionality. The managed network switches must provide a minimum of 12 x 10/100/1000 Mbps RJ-45 ports and 2 x 1G SFP uplink ports while supporting advanced security protocols including IEEE 802.1X Port-Based Network Access Control, MAC-based port security, and secure management via HTTPS, SSHv2, and SNMPv3. The procurement notice does not specify an exact award value or budget range, though the scope represents a one-time technology modernization effort classified under NAICS 541519 (Other Computer Related Services) and PSC DA01 (IT and Telecom services).
