About this opportunity

The U.S. Army Corps of Engineers Rock Island District issued a Notice of Intent to Sole Source on September 30, 2026, with a comment period closing October 15, 2026, to execute a bilateral contract modification extending the ordering period and increasing contract capacity under SATOC W912EK22D0004 with ECC Constructors LLC.

USACE intends to sole-source this modification under 10 U.S.C. 3204(a)(1) and FAR 6.302-1(a)(2)(iii)(B), invoking follow-on contract authority on grounds that award to another source would result in unacceptable operational delays. The existing contract, scheduled to expire November 9, 2026, will be extended to maintain continuous rapid-response debris management capability pending award of competitive successor contracts anticipated in 2027.

The modification adds emergency capacity to ensure uninterrupted operational capability for FEMA Mission Assignments (ESF #3) across Region 8, Pacific Ocean Division, encompassing Hawaii, Alaska, Guam, American Samoa, and other U.S. territories. The contractor must mobilize and deploy personnel, equipment, and labor to commence debris reduction and disposal operations within 24 hours of notification. Services include debris separation, loading, hauling, reduction, and disposal across disrupted operational areas, with performance standards mandating minimum five-crew removal operations and daily expenditure reporting.

USACE notes this bridge action is solely intended to prevent an operational capability gap during the transition to full and open competitive procurement for the successor ACI Debris Management contracts. The attached Performance Work Statement specifies management structures, reporting requirements, safety compliance with USACE EM 385-1-1, and specialized handling of household hazardous waste and regulated debris streams.
