About this opportunity
The U.S. Army Corps of Engineers, Rock Island District, issued a Notice of Intent to Sole Source on September 30, 2026, announcing its intent to execute a bilateral contract modification extending the ordering period and increasing contract capacity under existing Firm-Fixed-Price Single Award Task Order Contract W912EK22D0007 with ECC Constructors LLC, with a response deadline of October 15, 2026. This is a sole-source action, executed under Title 10 U.S.C. 3204(a)(1) and FAR 6.302-1(a)(2)(iii)(B), on the grounds that follow-on debris management services are available only from the original source to avoid unacceptable delays.
The modification extends the contract's current November 9, 2026 expiration date to maintain continuous rapid-response debris management capability under FEMA Mission Assignments (ESF #3) pending award of competitive successor contracts anticipated in 2027. The modification also increases emergency contract capacity to ensure uninterrupted operational capability for unforeseen, newly declared disaster events. The contractor must deploy, mobilize labor and equipment, and commence debris reduction and disposal across disrupted operational areas within 24 hours of notification. Services cover Region 4 (North Atlantic Division): Maine, Vermont, New Hampshire, Massachusetts, Connecticut, New York, New Jersey, Delaware, Maryland, DC, Pennsylvania, Virginia, and Rhode Island. Performance is governed by the attached Performance Work Statement and includes comprehensive disaster-generated debris removal, reduction, recycling, structural demolition, and final disposal, with the contractor responsible for obtaining permits, licenses, and Rights of Entry and maintaining 24/7 emergency contact availability and daily reporting by 0700 hours local time.
