About this opportunity
The U.S. Army Corps of Engineers, Rock Island District, intends to sole-source a bilateral contract modification to DRC Emergency Services, LLC under existing Firm-Fixed-Price Single Award Task Order Contract W912EK22D0006, with a response deadline of October 15, 2026. The modification extends the ordering period beyond the current November 9, 2026 expiration and increases contract capacity to sustain continuous rapid-response debris management capability for Region 3 (Great Lakes and Ohio River Division) pending award of competitive successor contracts anticipated in 2027. The sole-source justification rests on follow-on services for highly specialized capabilities under 10 U.S.C. 3204(a)(1) and FAR 6.302-1(a)(2)(iii)(B), citing unacceptable delays if awarded to another source. DRC Emergency Services must maintain 24-hour mobilization and deployment capability for debris reduction and disposal across Michigan, Indiana, Tennessee, Kentucky, Ohio, and West Virginia in response to FEMA Mission Assignments under ESF #3. Services include debris separation, hauling, disposal, recycling, structural demolition, and hazardous waste handling. Contractor performance must comply with the attached Performance Work Statement and USACE EM 385-1-1 safety standards, including real-time tracking via Automated Debris Management System and daily expenditure reporting. This bridge action prevents operational capability gaps during the competitive procurement cycle.

DESCRIPTION
Intent to Sole Source: The U.S. Army Corps of Engineers (USACE), Rock Island District (CEMVR), intends to execute a bilateral contract modification to extend the ordering period and increase the contract capacity under Firm-Fixed-Price (FFP) Single Award Task Order Contract (SATOC) W912EK22D0006 with DRC Emergency Services, LLC (6702 BROADWAY ST, GALVESTON, TX 77554).
This action is being conducted under statutory authority Title 10 U.S.C. § 3204(a)(1), as implemented by FAR 6.302-1(a)(2)(iii)(B): Services may be deemed to be available only from the original source in the case of follow-on contracts for the continued provision of highly specialized services when it is likely that award to any other source would result in unacceptable delays in fulfilling the agency's requirements.
Summary of Proposed Modification
- Ordering Period Extension: The existing contract currently expires on November 9, 2026. This action extends the ordering period to maintain continuous response capability pending award of the competitive follow-on contracts.
- Capacity Increase: Adds sufficient emergency contract capacity to ensure uninterrupted operational capability for unforeseen, newly declared disaster events.
