About this opportunity
The U.S. Army Corps of Engineers, Rock Island District, issued a notice of intent to sole-source a bilateral contract modification to extend the ordering period and increase contract capacity under existing Task Order Contract W912EK22D0008 with Ashbritt, Inc., with a response deadline of October 15, 2026.
The modification extends the current contract, set to expire November 9, 2026, to maintain continuous rapid-response debris management capability pending award of competitive follow-on contracts anticipated in 2027. The action increases emergency contract capacity to ensure uninterrupted operational capability for unforeseen, newly declared disaster events under FEMA Mission Assignments (ESF #3). The sole-source justification invokes Title 10 U.S.C. 3204(a)(1) and FAR 6.302-1(a)(2)(iii)(B), claiming that award to any other source would result in unacceptable operational delays given the requirement for highly specialized rapid-response services.
The contractor must deploy, mobilize labor and equipment, and commence debris reduction and disposal across disrupted operational areas within 24 hours of notification. Services include debris clearance, separation, removal, hauling, disposal, recycling, structural demolition, dumpsite management, and debris reduction operations. Work covers Region 1 (Northwestern Division), encompassing Montana, Wyoming, Idaho, Oregon, Washington, Missouri, Kansas, Colorado, Nebraska, South Dakota, and North Dakota, with a dedicated capacity of $250 million. The contractor must maintain an Automated Debris Management System with real-time tracking and daily reporting, field a minimum of five crews, and comply with USACE safety standards, federal environmental regulations, and anti-terrorism training requirements. Task orders are issued on a firm-fixed-price basis unless circumstances warrant alternative pricing.
