About this opportunity

The U.S. Department of Commerce, Office of Acquisition Management, has published a Notice of Intent to Sole Source a one-year base task order to Accenture Federal Services, LLC under GSA schedule contract #GS-35F-540GA. The notice was posted on February 18, 2026, with a due date of March 5, 2026. This is not a request for quotation or proposal but rather a notification of the agency's intent to award the contract through non-competitive procurement. The Department of Commerce justifies the sole-source award under Federal Acquisition Regulation 538.7104-3(b)(ii), which permits exceptions to full and open competition when only one source is capable of providing the required products, services, or solution at the necessary level of quality because they are unique or highly specialized. The contract falls under the IT and Telecom - IT Management Support Services (Labor) category (PSC DF01) and is classified under the Other Computer Related Services NAICS code (541519).

The task order supports the Department of Commerce's Office of Financial Management and the Commerce Business Systems (CBS) program, which maintains critical financial management and accounting software for DOC bureaus. The CBS suite interfaces with multiple federal systems including the Commerce Acquisition System, National Finance Center Payroll System, and the Automated Standard Application for Payments. The Core Financial System (CFS) is a customized Commercial Off-The-Shelf application that provides essential financial capabilities across the Department. This sole-source procurement is intended to support the Department's ongoing modernization of its financial infrastructure. While this notice indicates an intent to award without competitive bidding, the March 5, 2026 due date may allow interested parties to submit information or documentation regarding their capabilities if they believe they can meet the stated requirements.
