About this opportunity

The Environmental Protection Agency's Office of Acquisition Management has published a Notice of Intent to Sole Source for custom-built control panels designed by Ino-Tek. This special notice, posted on November 4, 2025, indicates the agency's intention to award a contract to a single source rather than conducting open competition. The procurement is categorized under NAICS 334513 (Instruments and Related Products Manufacturing for Measuring, Displaying, and Controlling Industrial Process Variables) and PSC N042 (Installation of Equipment – Fire Fighting/Rescue/Safety Equipment; Environmental Protection Equipment/Materials). The notice is designated as a Total Small Business set-aside, restricting participation to small business entities. Contractors have until November 14, 2025, to submit relevant documentation or protests regarding this sole source determination.

The 30 custom-built control panels are uniquely designed by Ino-Tek to integrate over 350 multi-brand sensors throughout an EPA laboratory facility, detecting hazardous leaks, refrigerants, temperature, humidity, and room pressure variations. These panels connect to a centralized server system that displays real-time information on dedicated computers, enabling immediate response capabilities during alarm situations. The panels provide critical functionality by pinpointing hazard locations, displaying concentration levels, and identifying sensors requiring maintenance or replacement. To participate in this procurement opportunity, contractors must qualify as small businesses under the Total Small Business set-aside requirements. Interested parties should note the November 14, 2025, deadline for submissions and any formal protests to the sole source determination.

Notice text

Ino-Tek is the sole developer of 30 custom-built control panels which integrates over 350 multi-brand sensors that detect various hazardous leaks, refrigerants, temperature, humidity and room pressure then connects to a server to present information on centralized computers. The custom-built control panels are spread throughout the laboratory to allow for immediate access in case of an alarm. The panels, when alarmed, pinpoint where the sensor detected the hazard, what the concentration level of the hazard is and if sensors need maintenance, the panels show what sensor may be damaged.
