About this opportunity

The U.S. Army Corps of Engineers Louisville District has issued a Special Notice regarding their intent to use a sole source requirement for the 63rd Readiness Division Microgrid project at Mountain View, California. The notice specifically identifies their intention to require the S&C 55232R3-K8-S132 Primary Voltage Disconnect Switch manufactured by S&C Electric Company as part of the upcoming construction contract solicitation. The Army Corps of Engineers will be soliciting proposals for the construction of this microgrid project, which will include this sole source component requirement. This notice serves as advance notification to the contracting community about the planned sole source acquisition. The Louisville District is providing transparency about their procurement approach before issuing the formal solicitation.

The primary purpose of this Special Notice is to inform potential contractors that while the agency intends to use a sole source requirement, they are providing an opportunity for other parties to demonstrate their capability to meet the same requirement. Interested parties who believe they can provide an equivalent solution must submit a capability statement by 2:00 PM Eastern Time on July 15, 2025, to the designated contracting officer at lesa.b.sylve@usace.army.mil. All submissions must be in writing and contain sufficient detail to enable the Army Corps of Engineers to evaluate whether the party can perform the specified requirement. The agency will consider capability statements from all responsible sources who respond within the deadline. This process allows the government to maintain competition while ensuring they can obtain the specific technical capabilities needed for the microgrid project. The notice emphasizes that this is not a competitive solicitation, but rather a market research opportunity to identify potential alternatives to the planned sole source acquisition.
