About this opportunity

The Department of Energy's Office of Manufacturing and Energy Supply Chains has issued a Notice of Intent to Sole Source for acquiring a subscription to Moody's Orbis bundle software product. The agency intends to make a firm fixed price sole source award using Simplified Acquisition Procedures for three user licenses to access Moody's analytical platform. The software provides proprietary access to GRID risk screening database, Cyber Risk rating, and T-Rank Power and Coalitions features designed to illuminate shareholder control structures and identify shell companies. The anticipated contract performance period is twelve months and will enable MESC users to query datasets, access vendor profiles, and utilize various risk assessment tools. The notice was posted on September 2, 2025, with responses due by September 10, 2025.

The purpose of this acquisition is to provide MESC with comprehensive analytical capabilities for assessing corporate risk indicators, financial data, ownership structures, and stakeholder information across public and private companies. Contractors must submit written responses with strong evidence demonstrating their ability to provide comparable capabilities to Moody's Orbis platform, including access to mergers and acquisitions data, patents, intellectual property information, cyber risk assessments, sanctions data, state-owned entity connections, negative media monitoring, and shell company indicators. Any eligible sources must respond within eight calendar days of publication to patrick.witte@hq.doe.gov and janette.carter@hq.doe.gov, with responses requiring substantive capability demonstrations rather than simple documentation requests. If no responses demonstrating comparable capability are received within the deadline, the Department of Energy will proceed with the sole source award to Moody's. The platform must provide templatized vendor profiles, alerting features, extensive ownership data, and decision-maker information to meet the agency's analytical requirements.

Notice text

The Department of Energy, the Office of Manufacturing and Energy Supply Chains (MESC), intends to issue a firm fixed price sole source award utilizing Simplified Acquisition Procedures per FAR 13.5 for Certain Commercial Products and Commercial Services to Moody's to acquire a subscription to Moody's Orbis bundle software product for access to its analytical platform for three (3) users. Orbis has proprietary products for its GRID risk screening database, Cyber Risk rating, and T-Rank Power and Coalitions to illuminate shareholder control structures and has developed risk indicators to surface Shell Companies. The anticipated period of performance is twelve (12) months.

The platform access shall allow MESC users the ability to query and surface data within the Contractor’s cultivated dataset as well as templatized vendor profiles that provide individual or entity firmographic details and industry-leading risk indicators, alerting and notification features, public and private company data, extensive corporate ownership structures, information on stakeholders and decision-makers connected to companies, and financial data. MESC also requires access to data on mergers and acquisitions, patents and intellectual property, cyber risk, sanctions, links to state owned entities, negative media, and shell company indicators.

This notice of intent is for informational purposes only. All sources eligible to meet this requirement must respond in writing. Responses must be supported with strong and convincing evidence that clearly articulates the company’s ability to satisfy this requirement as outlined above. A request for documentation will not be considered as an affirmative response. If no responses that demonstrate comparable capability are received within eight (8) calendar days after publication of this notice, then a sole source acquisition award will be made. Responses to this notice must be sent to patrick.witte@hq.doe.gov and janette.carter@hq.doe.gov.
