About this opportunity

The U.S. Department of Energy's Office of Fossil Energy (FE) has issued a Special Notice of Intent to sole source a purchase order to the Global Carbon Capture and Storage Institute (GCCSI). This notice indicates the agency's plan to directly award a contract without full and open competition. The purchase order will cover GCCSI membership through December 31, 2025. The department believes GCCSI is the only responsible source that can satisfy their specific requirements. The Special Notice was posted on April 11, 2025, with a response deadline of April 27, 2025.

Interested contractors have an opportunity to challenge the sole source procurement by submitting a capability statement to Kelley Vandecoevering via email by April 26, 2025. The capability statement must include a general description of services and past performance client information for similar products. GCCSI's role is to accelerate the development, demonstration, and deployment of carbon capture and storage (CCS) technologies globally through knowledge sharing, influential advice, and advocacy. While the government will review submitted capability statements, the determination to compete the purchase order remains solely at their discretion. The notice emphasizes that no solicitation is available, no telephone calls will be accepted, and the primary purpose of any submitted information is to potentially inform future competitive procurement decisions.
