About this opportunity
The Department of State has issued a Special Notice announcing its intent to pursue a sole source contract modification with Puma Energy Zambia for the Supply and Delivery of Fuel at the U.S. Embassy Lusaka. The modification is associated with Contract 19ZA6023D0001 and specifically seeks to increase fuel requirements during Option Year 1 from 1,000,000 liters to 1,750,000 liters. The contract modification will cover the current option year, which concludes on February 28, 2025. The notice was published on November 26, 2024, with a response deadline of December 11, 2024. The agency is leveraging its authority under 41 USC 253(c)(1) and FAR 6.302-1 to proceed with this sole source procurement action.
The primary objective of this Special Notice is to formalize the government's intention to increase fuel quantities with the existing contractor, Puma Energy Zambia, without initiating a full competitive procurement process. While this is not a formal request for proposal, interested parties may submit capability statements, proposals, or quotations for consideration by the contracting officer, Evelyn Okoth. The notice falls under the Fuel Dealers NAICS category (457210) and does not include a specific set-aside designation. Potential contractors should carefully review the notice and understand that the government has determined Puma Energy as the only responsible source capable of satisfying the agency's requirements. Contractors interested in this opportunity should prepare their submissions in alignment with the specified deadlines and be prepared to demonstrate their capabilities if requested.
