About this opportunity
The Department of Homeland Security's Immigration and Customs Enforcement (ICE) has published a Notice of Intent to Sole Source for facial recognition software services. The notice is issued by ICE's Office of Acquisition Management on behalf of Homeland Security Investigations' Cyber and Operational Technology division. ICE intends to award a contract exclusively to Clearview AI, Inc. under the authority of FAR 6.302-1, which allows for sole source procurement when only one source is reasonably available. The contract structure includes a 12-month base period followed by three additional 12-month option periods. The contracting officer has determined that Clearview AI's unique capabilities and proprietary technology justify the sole source approach. This announcement is categorized under Software Publishers (NAICS 513210) and IT business application software procurement.
The primary purpose of this notice is to inform the contracting community of ICE's intent to procure facial recognition software capabilities without competition due to the specialized and proprietary nature of the required technology. Interested parties have until August 11, 2025, to respond to this notice, though the government explicitly states this is not a request for competitive quotes. The notice emphasizes that marketing brochures and generic company literature will not be considered as valid responses. Contractors wishing to participate must demonstrate capabilities that match or exceed the proprietary technology offered by Clearview AI. The government reserves full discretion in determining whether to proceed with the sole source award based on any responses received. The procurement falls under the category of perpetual license software for business applications within the IT and telecommunications sector.
