About this opportunity

The 145th Airlift Wing is announcing a sole-source intent to award Marvel Aero International, Inc. a contract for an automated aircraft battery management system (ABMS-10X), with responses due by September 10, 2026. This is a Total Small Business set-aside.

The ABMS-10X system is the only Air Force Technical Order–authorized software suite qualified for automated tracking, deep-discharging, and cell thermal runaway protection of aircraft batteries on Christie charger/analyzers. Marvel Aero International holds exclusive ownership of the proprietary software and custom-engineered AB3K-M interface boards (NSN 5998-01-665-7822) required for operation; competing this requirement on the open market is not reasonable. The justification cites 10 USC 2304(a)(1) and 41 USC 3304(a)(1), noting that alternative battery management systems lack technical capability to interface with Air Force standardized equipment and that unauthorized non-OEM components would void warranties and create safety risks. Prior market research confirmed no competing sources offer integrated systems compatible with Christie RF60-M hardware.

No written solicitation will be issued. The contracting officer approved the justification on August 25, 2026. Interested vendors must submit capability statements via email to MSgt Sarah Marshall (sarah.marshall.6@us.af.mil) and Capt. Scott Thomas (scott.thomas.53@us.af.mil) no later than September 10, 2026. Telephone and fax inquiries will not be accepted. The government retains sole discretion to compete or proceed with sole-source award based on responses received.

As such competing this requirement on the open market is not reasonable.

There will be no written solicitation issued.
