About this opportunity

The Department of the Army National Guard has issued a Special Notice regarding a single-source purchase order for transformer replacement at a critical facility. The notice pertains to an urgent electrical infrastructure repair needed for a front gate guard shack and active vehicle barrier. The specific contract opportunity involves replacing a failed transformer that is currently causing a power outage, which presents a significant security risk to the facility. The notice was posted on March 14, 2025, and falls under the Electrical Contractors and Other Wiring Installation Contractors NAICS category. The procurement will be executed under the authority of FAR 13.106-1(b), which allows for non-competitive procurement in urgent situations.

The primary objective of this Special Notice is to inform the market of the Army National Guard's intent to award a sole-source contract to Nora Contracting for the transformer replacement. While this is not a competitive solicitation, the government will consider any information submitted in response to the notice. The anticipated award date is March 26, and a Request for Quote will be issued directly to Nora Contracting. Contractors are not being asked to submit capability statements, but the government retains sole discretion to evaluate any received information for potential competitive procurement. The urgency of restoring power to the guard shack and vehicle barrier is the driving factor behind the single-source approach, with limited temporary power solutions available. Interested parties should note that this notice is strictly informational and does not constitute a formal request for offers.

This notice is not a request for offers and a competitive solicitation will not be issued. A Request for Quote will be issued to Nora Contracting, with an anticipated award date on or about Mar 26. This is not a request for capability statements, but the Government will consider all information submitted in response to this notice.

A determination by the Government to not compete this requirement based on responses received is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with award to a single source.
