About this opportunity

The Federal Aviation Administration (FAA) has issued a Special Notice for a single-source contract with Aireon LLC to provide a safety dashboard subscription. The subscription will include online access to Automatic Dependent Surveillance-Broadcast (ADS-B) data, which is required by the FAA's Safety Analysis Group (AJI-3300) to ensure compliance with federal policies and other requirements.

The purpose of this Special Notice is to inform industry of the FAA's intent to enter into a single-source contract with Aireon LLC for a safety dashboard subscription. The contract will have a base and three option years. The key requirements include a fully functional and production-ready set of dashboards using global Space-Based Automatic Dependent Surveillance-Broadcast (ADS-B) data, which will allow the FAA and other Air Navigation Service Providers (ANSPs) to identify latent safety risks and improve safety. The specific metrics and dashboards required include Risk of Runway Overrun, Traffic Alert and Collision Avoidance System Resolution Advisory alerts, Inadvertent Transponder Emergency Squawk incidents, and Rejected Take-off. Aireon LLC is the only provider capable of meeting these requirements, and no other source can provide the fully functional products as stated.

Notice text

In accordance with The FAA Acquisition Management System (AMS), Section 3.2.2.4, Single Source, the purpose of this announcement is to inform industry of the basis for the FAA's decision to enter into a contract on a single source basis with Aireon LLC for a safety dashboard subscription.  The subscription will include online access to Automatic Dependent Surveillance-Broadcast (ADS-B) data.  The contract is for a base and three option years.

In order for the FAA to ensure compliance with Federal policies and other requirements, the Safety Analysis Group (AJI-3300) requires a safety dashboard which can meet the following minimum requirements:

  • A fully functional and production-ready set of dashboards using global Space-Based Automatic Dependent Surveillance-Broadcast (ADS-B) (SBA) data.
  • This online service will allow access to existing and production-ready (currently published and fully functional) data, dashboards, and visualizations for multiple safety reports addressing critical safety issues related to the NAS, allowing comparison of FAA and international Air Navigation Service Provider (ANSP) performance aligned with the Civil Air Navigation Services Organization (CANSO) Safety Intelligence Working Group (SIWG) defined Key Safety Risk Indicators.
  • This service will allow the FAA and other ANSPs with the ability to identify latent safety risk and improve safety through the use of these products. Several of these products are fully functional now and do not require development.
  • The service will allow for development of additional metrics and dashboards each year to continue improving safety worldwide.
  • Dashboards shall provide ability to provide data for individual Air Navigation Service Providers (ANSPs) that are members of the Civil Air Navigation Services Organization (CANSO) and cohorts of different ANSPs for comparative safety analysis.
  • The following specific metrics and dashboards are required:
    • Risk of Runway Overrun (RORO)
    • Traffic Alert and Collision Avoidance System Resolution Advisory (TCAS-RA) alerts
    • Inadvertent Transponder Emergency Squawk incidents
    • Rejected Take-off (RTO)
  • This service must be able to interact seamlessly with an existing platform that provides these metrics and dashboards that are currently operational.
  • The system must provide the customer (FAA) with access to detailed incident data in textual form with download functionality for analysis.
  • The system must provide rate and trend data as well as a mapping function with hot spot analysis capability.
  • The system must allow for multiple accounts for FAA users.
  • The system must allow for the customer (FAA) to establish custom cohorts.

Aireon LLC is the only provider capable of meeting these requirements.  No other source can provide the fully functional products as stated above.  With Aireon LLC, development is complete in the current set of products, reducing cost and development time for the FAA’s immediate use of them if procurement occurs.

Any questions or comments about this announcement may be directed to the Contracting Officer, Timothy Thannisch, at timothy.g.thannisch@faa.gov by 5:00 PM ET on August 22, 2024.
