About this opportunity
The 35th Contracting Squadron at Misawa Air Base, Japan issued a notice of intent to single source a follow-on firm-fixed price purchase order to Lavish Life Technologies LLC (UEI CR8FCJQP2747) for Construction Surveillance Technician Services, with written questions due by October 31, 2026 at 10:00 Japan Standard Time. The single-source award under FAR 12.102(a) follows contract FA520525P0071 and will support the iFortress facility and its accreditation in compliance with Intelligence Community Directive 705 and DoD 5105.21-M-Volumes 1, 2, and 3. The contractor cited operational continuity and cost avoidance as the justification: the incumbent Construction Surveillance Technicians deployed under the current contract are already familiar with the project, eliminizing mobilization delays estimated at 30 days or more and eliminating onboarding and badging timelines for new personnel. The contractor is designated as a small business under NAICS 561612 with a size standard of $29 million. Award will proceed without further notice if no written questions are received by the deadline. Oral communications are not accepted.
Notice text
The 35th Contracting Squadron, Misawa Air Base, Japan has conducted market research and intends to solicit, negotiate and award a single source firm-fixed price (FFP) purchase order under the authority of RFO 12.102(a) to a small business: Lavish Life Technologies LLC UEI CR8FCJQP2747. The proposed North American Industry Classification System (NAICS) code for this acquisition is 561612, with a small business size of $29,000,000.00.
This purchase order will be a follow-on contract to contract FA520525P0071 to purchase Construction Surveillance Technician Services needed to complete iFortress facility and its follow-on accreditation.
The services being acquired will be critical to ensuring this construction project comply with the requirements defined in the Intelligence Community Directive (ICD) 705, "Physical and Technical Security Standards for Sensitive Compartmented Information Facilities (SCIF)", and the Department of Defense (DoD) 5105.21-M-Volumes 1,2,3, "Sensitive Compartmented Information Administrative Security Manual", dated October 2012.
This is a single source award due to the ability to leverage existing Construction Surveillance Technicians already deployed to Misawa under the current contract. Awarding a follow-on contract will cut mobilization costs and prevent further project delays. Based on market research it takes 30 days or more for the mobilization of new staff after sourcing and onboarding employee. Construction Surveillance Technicians on the current contract are already familiar with the project, and this will also eliminate the learning curve of bringing in, badging and onboarding new personnel to complete the project.
Any questions regarding this notice must be submitted in writing via email to the POCs listed below no later than 10/31/2026 at 10:00 JST. If no affirmative written responses are received by above due date/time, award will be made without further notice. Oral communications are not accepted in response to this notice.
