About this opportunity
The USDA Forest Service, Inter-Mountain Law Enforcement and Investigations department issued a Notice of Intent to Restrict Competition on September 1, 2026, signaling its intent to award a sole-source, firm-fixed price contract to BPS Tactical Inc. for USFS-approved outer vest carriers; responses are due by September 10, 2026. This is a total small business set-aside. The carrier must be Forest Green or OD Green, designed to accommodate ballistic vest panels from issued inner wear, and feature an approved law enforcement officer or special agent badge patch on the front left upper chest. The vest closes via back-to-front Velcro attachment and includes approved USFS pockets, a zipper front opening for internal holster and key holder access. Only USFS-approved ballistic outer vest carriers are authorized for wear with Class B or Class C uniform components; color, design, and component specifications require approval by the Director of LEI. Although this notice informs potential sources of the Government's sole-source intent under 41 U.S.C. 1901, the Forest Service will consider expressions of interest and capability from all responsible sources. The Government will use responses as market research to confirm the sole-source determination; a decision not to compete remains solely within Government discretion. This notice is not a request for quote but a market research tool.
