About this opportunity
The National Oceanic and Atmospheric Administration (NOAA) intends to solicit a lease for office space in Tulsa, Oklahoma, with expressions of interest due October 15, 2026, and an estimated occupancy date of April 1, 2027. No set-aside applies to this procurement.
NOAA seeks exactly 9,159 assignable square feet of office space within Tulsa city limits, with a 5-year lease term and no firm term requirement. The Government currently occupies space under an expiring lease and will consider renewal only if economically advantageous compared to relocation costs, including physical move expenses, tenant improvements, telecommunications infrastructure replication, and non-productive agency downtime.
Space must support 24/7 operations and access, with roof access for antennae and other equipment. Parking must include 40 surface spaces and 5 reserved spaces. The offered space must be fully serviced and satisfy Government requirements for fire safety, accessibility, seismic, and sustainability standards. The property cannot be located in the 0.2-percent-annual chance floodplain. Entities must comply with Section 889 of the FY19 National Defense Authorization Act telecommunications prohibitions as implemented by the Federal Acquisition Regulation.
Submit expressions of interest to Daniel Hazley, Leasing Specialist, at daniel.hazley@noaa.gov. Christian Townsend is the Lease Contracting Officer. NOAA will conduct a market survey based on responses received. Entities not currently registered in SAM.gov should initiate registration immediately.
