Notice text

The U.S. Nuclear Regulatory Commission (NRC) intends to negotiate and award a noncompetitive purchase order to IdeaScale, 2120 University Ave, Berkeley, CA, 94704-1026, for its IdeaScale FedRAMP Authorized AWS GovCloud Innovation Package for a thirty-six-month period, Quantity 1 each.

NRC has been using a combination of multiple technologies to support innovation (e.g., SharePoint and Yammer). The agency is looking to procure an integrated platform for innovation activities such as crowdsourcing, idea sharing, and agency-wide discussions for a thirty-six-month period of performance. The NRC requires real-time analysis of ideas, the ability to create workflows, and end-to-end innovation support during a lessons learned session from a recent Jam. Based on market research, IdeaScale AWS GovCloud Innovation Package fulfills all NRC requirements and is the only known software that meets the NRC's requirements that is FedRAMP certified. FedRAMP certification ensures that the cyber security of the software meets certain standards with no additional cost to the NRC.

The authority for this acquisition is FAR 13.106-1, which permits soliciting from a single source, if the contracting officer determines that the circumstances of the contract action deem only one source is reasonably available. IdeaScale confirmed on July 15, 2019 that they do not authorize other sources to provide its AWS GovCloud Innovation Package for a thirty-six-month period.
