About this opportunity
NOAA's Southeast Fisheries Science Center is negotiating a sole-source contract with Wendy Hiestand, operating F/V Orca, to conduct shark depredation survey services under FAR 12.102(a), with a response deadline of August 25, 2026. The requirement is restricted to this vendor based on documented uniqueness: no NOAA vessel is available, contractor costs of $3,500 per sea day substantially undercut NOAA vessel costs of approximately $17,000 per sea day, and the contractor possesses long-standing expertise in shark capture and tagging plus an existing Exempted Fishing Permit. The contractor will deploy longline gear to capture, harvest, and tag coastal sharks, particularly sandbar shark, in the northeast Gulf of America and manage acoustic telemetry equipment. Performance spans 24 days at sea between September 30, 2026 and September 29, 2028. The vessel must meet minimum USCG compliance requirements including at least 30 feet length overall, 5-knot cruising speed, dual DSC VHF radios with redundant communication capability, EPIRB, and automatically deploying life raft. The contract addresses Congressional legislation and Executive Order 14276 directing NOAA Fisheries to fund shark depredation research. NAICS 483114 (small business standard: 500 employees) applies; no set-aside is used.
