About this opportunity

The U.S. Army Corps of Engineers has issued a Special Notice announcing its intent to negotiate a sole source lease acquisition with the University of Virginia. The Department of Defense agency plans to lease approximately 168,000 square feet of Class A multi-use building space along with approximately 2 acres of paved parking from the university, which is an agency of the Commonwealth of Virginia. The property must be fully constructed and built out with finished space, and include all required federal physical security enhancements. This notice serves as a formal announcement of the Army's intention to proceed with direct negotiations rather than through competitive bidding processes. The lease arrangement will involve a substantial commercial real estate transaction to support military educational operations.

The primary purpose of this lease is to support the United States Army's Judge Advocate General's Legal Center and School's mission-specific requirements for educational and specialized space. The Corps of Engineers is seeking comments on this proposed sole source lease arrangement, with all written comments required to be postmarked by July 15, 2025. Interested parties must submit their comments to the Chief of Real Estate & Acquisition, Management & Disposal Section at the U.S. Army Corps of Engineers Norfolk District located at 803 Front Street, Norfolk, VA 23510-1011. The notice does not specify particular eligibility criteria for contractors to participate, as this appears to be a direct negotiation with the University of Virginia rather than an open competitive opportunity. The arrangement represents a significant real estate acquisition to accommodate the Army's legal education and training mission requirements in a purpose-built facility.
