About this opportunity

The National Oceanic and Atmospheric Administration's (NOAA) National Marine Fisheries Service (NMFS), Southeast Fisheries Science Center (SEFSC) has published a Special Notice regarding its intent to negotiate a sole-source contract for the development of zooplankton indices as ecosystem indicators for the Gulf of Mexico. The sole-source contract will be awarded to Dr. Kelly Robinson at the University of Louisiana at Lafayette, who is the only vendor deemed qualified to meet NOAA's requirements.

The purpose of this contract is to use an innovative digital imaging system with machine learning software to develop a suite of seasonal/annual indices for over 40 zooplankton taxonomic groups, as well as other zooplankton community metrics that may reflect ecosystem status. The period of performance is 24 months, with a base year and option year. While this is not a competitive procurement, other firms that believe they can fully meet the government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. The agency will evaluate these responses solely to determine whether to conduct a competitive procurement. Eligible contractors must be registered in the System for Award Management (SAM) to be considered for this opportunity.
