About this opportunity
The National Oceanic and Atmospheric Administration's National Marine Fisheries Service - Alaska Fisheries Science Center has issued a Notice of Intent to negotiate a sole-source contract with YSI Inc. for the purchase of one Aanderaa Oceanographic Current meter and associated peripherals. YSI Inc. serves as the exclusive distributor of Aanderaa scientific products in the United States. The agency intends to procure an Aanderaa SeaGuard II multiparameter instrument under FAR 13.106-1(b)(1) authority. This specialized oceanographic equipment gathers critical data on ocean currents, temperature, and salinity for scientific research purposes. The sole-source determination is justified based on the original equipment manufacturer's restrictive rights, proprietary data, patent rights, and required certifications that limit competition.
The primary purpose of this procurement is to support marine mammal research tracking populations of dolphins and porpoises in the Bering and Chukchi seas around mid-northern Alaska. The instruments will be deployed for one to two years at a time in harsh marine environments, with researchers using the collected data to understand how oceanic conditions influence the growth and movement of odontocete populations. While this is not a request for competitive quotes, firms believing they can provide equipment meeting the government's requirements may submit substantiating documentation within 15 days of the notice publication date of September 22, 2025. Responses must be submitted via email to the identified point of contact by the October 7, 2025 deadline. Any documentation received will be evaluated solely to determine whether the procurement should be conducted on a competitive basis rather than sole-source. The agency has conducted market research comparing alternatives and determined that only the Aanderaa SeaGuard II meets all necessary technical specifications for their long-term Arctic research requirements.

NOTICE OF INTENT TO SOLE SOURCE
NOAA's National Marine Fisheries Service – Alaska Fisheries Science Center, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1); with YSI Inc. (26717 Network Place - Chicago, IL 60673 USA), for the purchase of one (1) Aanderaa Oceanographic Current meter and peripherals. Aanderaa’s SeaGuard II multiparameter gathers data on ocean currents, temperature, and salinity for use in tracking populations of dolphins and porpoises for scientific research.
Sole Source Justification
The sole source determination is based on restrictive rights of the original equipment manufacturer; Aanderaa AS. The source has proprietary and limited rights in data, patent rights, OEM required certifications, copyrights, or secret processes with regard to the supplies or services required. Aanderaa AS is the original equipment manufacturer for the agency’s current oceanographic current meters. These units are used to track populations of porpoises and dolphins in the Bering and Chukchi seas. These units are deployed for one to two years at a time in the marine environment around mid-northern Alaska. Researchers use the information obtained to track the target species and how oceanic conditions shape the growth and movement of odontocete populations.
Special Notice
This notice of intent is not a request for competitive quotes and no solicitation package is available. However, firms that believe they can provide equipment or service that fully meets the Government's requirements may submit substantiating documentation to the identified point of contact within 15 days after publication of this synopsis.
