About this opportunity
NOAA, Office of Marine and Aviation Operations, issued a notice of intent to negotiate a sole-source contract with Appleton Marine Inc. for crane parts and overhaul services for the NOAA Ship Pisces, with an Aug. 4, 2026 deadline for interested parties to respond. The procurement is set aside for total small business and will be awarded under FAR Part 13 simplified acquisition and FAR Part 12 commercial items procedures, using FAR 13.106-1(b)(1)(i) authority for direct negotiation.
Appleton Marine, the original equipment manufacturer of the telescoping and knuckle boom crane installed on the vessel, is designated as the sole-source supplier due to proprietary design rights, OEM warranty requirements, ABS certification retention, and the need for component compatibility to prevent premature failure during heavy lifting operations. NOAA states it is unaware of other vendors, distributors, or resellers authorized to provide Appleton parts without compromising warranty, delivery, or pricing.
The NAICS code is 333923 (Overhead Traveling Crane, Hoist, and Monorail System Manufacturing) with a 1,250-employee size standard. While this is not a competitive solicitation, authorized Appleton distributors or resellers that can provide products without compromising manufacturing delivery, warranty, or markups may submit information demonstrating authorization and capability by the Aug. 4 deadline.
