About this opportunity
The Department of Commerce's National Oceanic and Atmospheric Administration (NOAA) has issued a notice of intent to negotiate a sole-source contract for the procurement of a Disc Stack for the Oil Water Separator aboard the NOAA Ship Fairweather. The agency intends to award this contract directly to Separator Spares & Equipment LLC, located in Houma, Louisiana, as the manufacturer of the existing Oil Water Separator system. This procurement is set aside for total small business participation and falls under the Simplified Acquisitions Procedures outlined in FAR Part 13 and Commercial Items procedures under FAR Part 12. The opportunity was posted on August 20, 2025, with responses due by August 26, 2025. The procurement falls under NAICS code 333248 for All Other Industrial Machinery Manufacturing and PSC category 2030 for Deck Machinery.
The primary objective of this procurement is to enhance the operational capabilities of the NOAA Ship Fairweather by acquiring a second disc stack for its Oil Water Separator, which will improve the vessel's ability to process bilge water effectively during remote operations. NOAA justifies the sole-source approach by citing the specialized nature of the equipment, stating that the disc stack must be factory-specific and compatible with existing systems in form, fit, and function, with Separator Spares & Equipment LLC being the original manufacturer. The agency emphasizes that procuring directly from the manufacturer will ensure proper specifications, performance, and warranty while avoiding markup costs and delivery delays. Due to the Fairweather's remote mission locations, the vessel has limited opportunities to dispose of bilge water at shore facilities, making this equipment upgrade critical for maintaining operational efficiency. The procurement authority is exercised under FAR 13.106-1(b)(1)(i), and NOAA states it is unaware of any other authorized vendors capable of providing this specialized equipment while meeting all operational requirements.
