About this opportunity

The United States Agency for International Development (USAID) in Vietnam has issued a Special Notice regarding its intent to modify Task Order (TO) No. 72044020F00002 with DAI Global LLC. The modification is for the USAID Sustainable Forest Management Activity (SFM), which is part of the Strengthening Tenure and Resource Rights (STARR) II Indefinite Delivery, Indefinite Quantity (IDIQ) contract. Specifically, USAID plans to extend the period of performance by one and a half years, from June 30, 2025, to December 30, 2026, without increasing the Total Estimated Cost. The modification will be processed under AIDAR 706.302-70(b)(5), which allows for continued provision of highly specialized services without full and open competition. The special notice was posted on December 12, 2024, with a due date of December 26, 2024.

The purpose of this modification is to continue implementing interventions across five key objectives in forest management and conservation in Vietnam. These objectives include improving community forest management, increasing conservation-friendly enterprises in forest-dependent communities, enhancing law enforcement for forest crimes, improving production forest management practices, and mobilizing domestic resources for forest management and protection. The notice emphasizes that this is not a formal solicitation and does not constitute an award commitment by the government. Contractors interested in this opportunity should note that no solicitation package will be issued, and the contact points for further information are Jameson Hutton (jhutton@usaid.gov) and Huyen Dang (hdang@usaid.gov). The activity falls under the NAICS category 541990 (All Other Professional, Scientific, and Technical Services) and PSC category R499 (Support-Professional: Other). Eligible contractors should be prepared to demonstrate expertise in sustainable forest management and conservation strategies.
