About this opportunity
The United States Agency for International Development (USAID) has issued a Special Notice regarding the modification of Task Order 7200AA20N00002 under IDIQ 47QRAD20D1100, which is currently implemented by Global Solutions Ventures LLC. The notice indicates USAID's intent to extend the current period of performance by approximately one year, moving the completion date from September 24, 2025, to September 24, 2026. This modification will be executed under the statutory authority of AIDAR 706.302-70(a)(2), which allows for non-competitive procurement when full and open competition could impair foreign aid programs. The task order is set aside for total small business participation and was posted on December 16, 2024, with a response due date of December 31, 2024. The notice specifically pertains to professional services supporting the Conflict Prevention and Stabilization (CPS) Bureau.
The primary objective of this modification is to maintain continuity of highly specialized services critical to key U.S. government priorities, particularly those related to the Global Fragility Act (GFA). The modification will enable the continuation of technical expertise in areas such as monitoring, evaluation, and learning (MEL), technical assistance for conflict prevention, and civilian-military coordination. No price increase is contemplated with this extension, and the notice emphasizes that it does not constitute a formal award commitment. Eligible contractors should be small businesses capable of providing professional engineering and technical support services within the Administrative Management and General Management Consulting Services category. Contractors interested in this opportunity are instructed to direct any questions or comments to the Contracting Officer, Alex Russell, within the active notice period. The notice is not a competitive solicitation, and no solicitation package will be issued, making it a direct extension of the existing task order.
Notice text
The United States Agency for International Development (USAID) intends to modify Task Order 7200AA20N00002 under IDIQ 47QRAD20D1100, implemented by Global Solutions Ventures LLC, for the purpose of extending the current period of performance and completion date specified in the Task Order by approximately one year, from September 24, 2025, to September 24, 2026. No increase to the price of the Task Order is contemplated.
The statutory authority permitting this modification without providing full and open competition is AIDAR 706.302-70(a)(2), Citation; 40 U.S.C. 113, Impairment of Foreign Aid Programs, which states: “full and open competition need not be obtained when it would impair or otherwise have an adverse effect on programs conducted for the purposes of foreign aid, relief, and rehabilitation.” This authority, as stated in AIDAR 706.302-70(b)(5), may be used for “a specific contract for the continued provision of highly-specialized services when an award to another contractor would result in substantial additional costs to the Government or cause unacceptable delays."
This modification will allow for the continued provision of highly specialized services to maintain existing technical experts working on key U.S. government priorities in support of the Conflict Prevention and Stabilization (CPS) Bureau, such as the Global Fragility Act (GFA), which CPS is the lead for in USAID, as well as monitoring, evaluation, and learning (MEL), technical assistance related to conflict and prevention issues, civilian-military coordination, and other needs in CPS in support of Agency priorities.
This notice does not constitute an award commitment on the part of the Government, nor does it commit the Government to pay for costs incurred in the preparation and responding to the notice.
This notice of intent is not a request for competitive proposals. No solicitation package will be issued. Please refer any questions or comments to the attention of the Contracting Officer, Alex Russell, at the email address listed in this notice and within the active time of the notice indicated above.
