About this opportunity
The General Services Administration (GSA) is seeking to lease office space in Harrisburg, Pennsylvania through a non-competitive procurement process. The space must be between 6,752 and 7,000 square feet of usable area, contiguous on a single floor located on the second floor or above (but not the top floor), and include 18 reserved or structured parking spaces. The proposed building cannot house immigration, probation, public defender, or social services functions and must be situated at least 1,000 feet away from residential areas, places of worship, schools, hospitals, prisons, abortion clinics, mental health clinics, drug rehabilitation facilities, and daycare centers. The space must comply with fire safety, accessibility, seismic, and sustainability standards; be fully serviced; and avoid flood-prone areas designated as having a 1-percent annual chance of flooding. The GSA will evaluate alternative space based on economic advantage, considering both the availability of suitable alternatives and relocation costs including physical move expenses, tenant improvement replication, telecommunications infrastructure setup, and agency downtime. The deadline for interested parties to submit information is March 26, 2026.
This procurement carries no set-aside designation and is being pursued through a lease mechanism outside of full and open competition. The current government lease in Harrisburg is expiring, and the GSA is conducting a market assessment to determine whether relocating to alternative space would be economically beneficial compared to renewing the existing lease. While no specific award value is provided in the pre-solicitation notice, the five-year full term with a 120-day firm term establishes the contract duration framework. The delineated area for potential space encompasses downtown Harrisburg's central business district, bounded by Forster Street to the north, Paxton Street to the south, the Amtrak railroad tracks east of 7th Street to the east, and North and South Front Street to the west. Prospective lessors must ensure compliance with Section 889 of the FY2019 National Defense Authorization Act regarding telecommunications equipment prohibitions.
