About this opportunity

The Naval Sea Systems Command (NAVSEA) intends to award a sole source contract extension for the production and testing of SEWIP AN/SLQ-32(V)6 Electronic Warfare (EW) subsystems and associated spares under fixed-price contract line items. This procurement falls under the Electronic Countermeasures and Counter-Countermeasures equipment category and is being pursued under FAR 6.302-1(a)(2)(ii)(B) authority, which permits non-competitive contracting when only one source is deemed capable of meeting the Government's requirements. The key qualification driving the sole source determination is Lockheed Martin's unique capability to meet the Navy's FY26 schedule requirements for complete SEWIP Block 2 EW subsystems and spares. All responses to this notice of intent will be considered by the Government if received within 15 days of publication on February 10, 2026, though the Government has discretion to proceed with the sole source award regardless of responses received. This notice is informational in nature and does not constitute a formal solicitation or commitment to award.

No set-aside designations have been applied to this procurement. Lockheed Martin Corporation (497 Electronics Parkway, Liverpool, NY 13088) is identified as the incumbent contractor, having the existing contract N00024-20-C-5503 that will be extended through this modification. The notice does not specify contract award values or budget ranges for the FY25-FY26 requirements, nor does it detail the specific quantities of subsystems and spares to be produced and tested. The procurement timeline indicates a response deadline of February 25, 2026, allowing interested parties 15 days from the notice publication date to submit comments or alternative proposals. Subcontracting opportunities will be available through Lockheed Martin, which interested firms are encouraged to pursue through direct contact with the prime contractor.
