The announcement, posted on December 15, 2025, indicates the agency's intention to award a Purchase Order to James Carroll & Associates - Forensic Consultants, LLC, located in Arcadia, California, on a sole source basis. This special notice is classified as a Total Small Business set-aside and falls under NAICS code 541380 (Forensic laboratories or services). The sole source determination was made pursuant to Federal Acquisition Regulation 13.106-1(b)(1), which permits contracting officers to solicit from a single source when circumstances indicate only one source is reasonably available for purchases not exceeding the simplified acquisition threshold. This notice is published for informational purposes only and does not constitute a request for competitive quotes.
The USAO-DC requires crime laboratory forensic testing verification services to validate the integrity and methodology of forensic testing conducted by the D.C. Department of Forensic Science in support of felony prosecutions in D.C. Superior Court. The proposed Purchase Order would be a labor-hour contract with a twelve-month period of performance beginning January 5, 2026, and concluding January 4, 2027. The Notice of Intent deadline is December 19, 2025, although this notice is informational in nature and does not invite competitive bids or proposals. James Carroll & Associates - Forensic Consultants, LLC, with SAM Unique Entity ID VG3LMEU4L4D8, is the sole intended awardee based on the government's assessment that the complexity and sophistication of USAO-DC's Superior Court litigation requires advanced and extensive knowledge of crime laboratory forensic testing that this firm uniquely possesses. Other contractors are not eligible to submit competing proposals under this sole source procurement action.

This procurement is being conducted under Simplified Acquisition Procedures; only one source is reasonably available.
