About this opportunity
The Department of Energy's Energy Information Administration (EIA) issued a notice of intent on June 30, 2026 to make a sole source award to Oil Price Information Service, LLC (OPIS) for data subscription services and reports, with responses due by July 15, 2026. OPIS is asserted as the sole commercial provider capable of delivering the specificity and coverage required: PADD 5 Historical Study, Weekly Ongoing Report for All PADDs, and Average Regular Unleaded Price Monthly. OPIS maintains the largest proprietary database of retail and wholesale fuel pricing in the United States and is the only source offering station-level pricing data segmented by PADD region, RFG mandate status, and branded/unbranded classification at the granularity the EIA requires. The anticipated period of performance covers one base year and five, one-year option periods. All sources eligible to meet this requirement must respond in writing by the due date with strong and convincing evidence demonstrating comparable capability to satisfy the stated requirements. A request for documentation alone will not constitute an affirmative response. If no responses demonstrating comparable capability are received by July 15, 2026, the sole source acquisition award will be made. Responses should be directed to Jennifer.Scharrer@hq.doe.gov.
