About this opportunity
The US Army Corps of Engineers (USACE), Jacksonville District, has published a Notice of Intent to increase capacity on its existing Design IDIQ MATOC (Indefinite Delivery/Indefinite Quantity Multiple Award Task Order Contract) by $72.5 million. This is a sole source procurement action, not a competitive solicitation, and no request for proposals will be issued. The notice indicates USACE's intention to extend and negotiate with the seven incumbent contractors currently holding Design IDIQ MATOC contracts to expand their collective capacity. The action is based on FAR 6.302-1(a)(2)(iii), which allows sole source awards when the original sources are the only eligible providers capable of delivering specialized services without causing substantial cost duplication or unacceptable delays. The NAICS code is 541330 (Engineering Services), with a size standard of $25.5 million.
The primary objective of this capacity increase is to ensure continued availability of engineering and design services for civil works projects within the geographic boundaries of the Jacksonville District, Puerto Rico, and the U.S. Virgin Islands. The incumbent contractors—ILSI-Arcadis JV, CDM Federal Programs Corporation, SAI-WGI JV, Kimley-Hanson-Bergmann JV, AECOM B&V JV, Stanley Consultants-Stantec JV, and Genterra-Freese And Nichols Small Business Mentor-Protege Joint Venture—will provide services including preparation of plans and specifications, design reports, engineering studies, cost estimates, and construction schedules. This is a Special Notice with a partial small business set-aside; contractors should note the due date for the Notice is February 13, 2026. Since this is a noncompetitive sole source action, new contractors are not eligible to compete, and no solicitation document will be issued for interested parties.
