About this opportunity
The Nuclear Regulatory Commission (NRC) has published a Special Notice regarding its intent to increase the contract ceiling for its Transit Subsidy Benefits Program. The notice pertains to a noncompetitive modification of Contract No. 31310024C0013 with the Washington Metropolitan Area Transit Authority (WMATA). The modification will increase the contract ceiling by $3,000,000, raising it from $1,250,000 to $4,250,000. This action is being taken under FAR 6.302-1 "Only One Responsible Source" authority since WMATA is the sole owner and operator of the Washington Metrorail System. The contract supports monthly transportation subsidies for eligible NRC employees and falls under the Mixed Mode Transit Systems NAICS category.
The primary purpose of this modification is to provide additional funding for employee transit subsidies in compliance with the Return to In-Person Work Executive Order, which mandates the end of remote work and requires full return to duty stations across all Executive Branch agencies. The notice has a due date of September 9, 2025, though it explicitly states this is not a request for competitive proposals and no solicitation will be issued through the Government Point of Entry. WMATA is identified as the only contractor capable of supporting this program due to its exclusive ownership and operation of the Washington Metrorail System. This notice serves as an informational announcement rather than a competitive opportunity, with the justification being that only one responsible source exists for these transit services. Interested parties are directed to contact the designated point of contact for additional information regarding this noncompetitive contract modification.
