About this opportunity
The Department of the Army Materiel Command Mission and Installation Contracting Command Fort Drum intends to increase the ceiling capacity of an existing construction MATOC by June 15, 2026, raising the order ceiling from $150 million to $213 million (an increase of $63 million).
The seven affected contracts—W911S2-23-D-8500/8501/8502/8503/8505/8506/8507, which have migrated to ACWS under contract numbers W911S2-25-D-A024/A025/A026/A027/A029/A030/A031—cover Sustainment, Repair, and Modernization (SRM) projects including barracks renovations and water main work. The original MATOC IDIQ was awarded June 7, 2023, with an ordering period of five years through June 6, 2028. Known pending actions and projected FY26 work will exceed the current ceiling by approximately $60.6 million, driving the requested increase. The higher-than-anticipated SRM funding in fiscal years 2023, 2024, and 2025 accelerated ceiling depletion and significantly increased MATOC usage rates. The ceiling increase will maintain existing contractor support while MICC-Fort Drum conducts a follow-on MATOC competition.
This action is undertaken under FAR 6.301-1(b) sole-source justification authority. The procurement carries no set-aside. Responses must include the Notice ID number and be submitted via email to daniel.e.rowley.civ@army.mil by the due date; phone inquiries will not be accepted.
Notice text
This serves as notice of intent to increase the maximum order ceiling capacity of the existing MATOC, in accordance with FAR 6.301-1(b) One Response source for Justification and Approval (J/A). Effected contracts are W911S2-23-D- 8500/8501/8502/8503/8505/8506/8507. These contracts have migrated from PD2 to ACWS under the following contract numbers; W911S2-25-D-A024/A025/A026/A027/A029/A030/A031. This will increase the order ceiling from $150 million(M) to $213M, an increase of $63M. The current construction SRM MATOC IDIQ was awarded on 7 June 2023 with an ordering period of 5 years through 6 June 2028, and a $150M ceiling capacity. Known pending actions will exceed the ceiling capacity and projected FY26 actions will further exceed the capacity another $60.6M. The requested increase to the ceiling capacity is a result of unforeseen increases in funding for Sustainment, Repair, and Modernization (SRM) projects, including barracks renovations, and numerous water main projects not originally planned for at the time of the MATOC IDIQ award. The unplanned increase in the SRM Annual Work Plan (AWP) requirements for Fiscal Years (FY) 2023, 2024, and 2025 accelerated the depletion of the available ceiling capacity and significantly increased the usage rate of the MATOC. The requested increase in ceiling capacity maintains the status quo of MATOC contractor support while MICC-Fort Drum conducts a follow-on MATOC competition. Responses to this special notice must include the Notice ID number. The Agency will not accept phone calls, all inquires must be sent via email to daniel.e.rowley.civ@army.mil prior to the response due date.
